OHLA and Its Partners Reach Financial Close of the Accesos Norte Phase II Concession in Bogotá (Colombia) for €325 Million

OHLA, a global infrastructure company, together with its project partners, has reached the financial close of the Accesos Norte Phase II concession, one of the largest urban road infrastructure projects currently under development in Colombia. The project is aimed at improving connectivity between Bogotá and the municipalities located to the north of the capital.
Promoted by Colombia’s National Infrastructure Agency (ANI), the project is expected to benefit nearly eight million people and help ease congestion along one of Bogotá’s main entry and exit corridors, while also strengthening the city’s connection with the northern regions of the country.
With an estimated investment of approximately €900 million, the project involves the upgrade of around 18 kilometers of existing road infrastructure, including the Autopista Norte, Carrera Séptima, and the Sopó Perimetral Bypass, with the goal of delivering a high-capacity corridor that meets the highest standards of safety, efficiency, and service quality.
This is a key initiative for enhancing mobility in one of the country’s fastest-growing metropolitan areas and will contribute to transforming transportation, strengthening connectivity, and creating new opportunities for development in Bogotá, the Sabana Centro region, and the municipalities and departments located to the north of the country. The concession has a maximum operation and maintenance period of 29 years.
The financing amounts to approximately €325 million, which, together with the equity contributions already fully disbursed by the shareholders and the revenues currently generated through toll collections on the highway, which is already operational, covers the project’s planned investment requirements.
This financing has been structured through a syndicated loan involving the Financiera de Desarrollo Nacional (FDN), J.P. Morgan Chase & Co., and MUFG (Mitsubishi UFJ Financial Group).
It should be noted that OHLA is developing this concession alongside Ashmore and Grupo Ethuss, with OHLA also serving as the company responsible for the design and execution of the works contemplated under the contract, together with the construction company belonging to Grupo Ethuss.
The project has become a benchmark for sustainability within Colombia’s infrastructure sector. Evidence of this came last December, when Moody’s awarded the Accesos Norte Phase II Sustainable Financing Framework a SQS2 (Sustainability Quality Score) “Very Good” rating, one of the highest assessments on its sustainability evaluation scale.
