Luis Amodio attends the groundbreaking ceremony for Madrid’s future City of Justice

16 de October de 2025

This Thursday marked the celebration of the groundbreaking ceremony for the future City of Justice of Madrid, located in the Valdebebas neighborhood. The President of OHLA, Luis Amodio, attended the event alongside the President of the Community of Madrid, Isabel Díaz Ayuso, and the Mayor of the capital, José Luis Martínez-Almeida, in a day that brought together various institutional authorities.

The future City of Justice will consolidate the 378 judicial bodies currently spread across 26 locations, increasing judicial space by more than 60%. Once completed, the complex will cover over 470,000 square meters, with an additional 30% reserved to accommodate the growth of the judicial system over the next 40 years.

At peak activity, the City of Justice will host up to 3,000 workers, with an estimated total of nearly 6.3 million labor hours. More than 1.8 million tons of earth will be moved, using, among other materials, 206,916 m³ of concrete and 23,800 tons of steel. The construction will also require tower and telescopic cranes, heavy machinery such as pile drivers, backhoes, concrete pump trucks, and freight elevators.

In this project—one of the most significant currently underway in the Community of Madrid—OHLA, in consortium with Azvi and Rover, has been awarded Lot 1, which includes the construction of the public parking facility and the buildings for the High Court of Justice and the provincial courts.
